Image in `tkn` clustertask does not contain pac command

Description of problem:

Prerequisites (if any, like setup, operators/versions):

Steps to Reproduce

1. Install latest build of Openshift Pipelines 1.9.0 
2. Using `tkn` clustertask, run some pac related commands

Actual results:

The taskrun is failing with below error

[run-tkn : tkn] Error: command tkn pac doesn't exist. Run tkn help for available commands 

Expected results:

The pac related commands should execute fine
