As per https://access.redhat.com/support/cases/#/case/03326481, when the customer disabled RBAC in the operator, pipelines-scc still lingered around in the cluster. Disabling RBAC should remove the pipelines-scc and other resources as documented here - https://docs.openshift.com/container-platform/4.11/cicd/pipelines/installing-pipelines.html#op-disabling-automatic-creation-of-rbac-resources_installing-pipelines
The customer is on OCP 4.10 and Pipelines version is not mentioned.
Needs to be decided if this needs to be backported to older releases.
