POC to integrate nightly test with hive on aws

Create a task to claim cluster using hive to run nightly tests

Acceptance Criteria

• Create a cluster with region `us-east-1` region on aws platform using hive
• Configure imageSets(4.10, 4.11 and 4.12), clusterpool for required configuration
• Create a task to claim the clusters for nightly test run
• Also take care of the secrets for hive kubeconfig
