Openshift Pipelines opeator not getting upgraded from 1.7.3 to 1.8.1

Steps to reproduce:

• Create catalog source and ICSP using the artifacts provided here
• Install the Openshift Pipelines 1.7.3 operator by selecting the pipelines-1.7 channel
• Create some resources (Pipelines/EL etc..) and update the channel to pipelines-1.8

Expected Behaviour:

The operator should get upgraded from 1.7.3 to 1.8.1

Actual Behaviour:

The operator is not getting upgraded to 1.8.1
