CatalogSource in failing state on IBM Power cluster (OCP 4.11)

      On Power cluster OCP4.11, when new CatalogSource (iib:344967) is created, it goes in to TRANSIENT_FAILURE state. From the pod logs we observe observe 

      exec /bin/opm: exec format error
