PAC does not have access to certs exposed to the operator

      The docs that are exposed to the operator via the config trusted cabundle are mounted in all tekton components and workloads, but they are not exposed to PAC. This means that PAC cannot access routes and repos behind a custom certificate.

      This needs to be fixed both upstream and downstream
