This commit should be added to pipelines 1.6 to make sure taskruns have release set

What we have observed was high amount of tekton-controller restart:
oc get pod tekton-pipelines-controller-5f8d78747f-vr5lq -n openshift-pipelines NAME READY STATUS RESTARTS AGE tekton-pipelines-controller-5f8d78747f-vr5lq 1/1 Running 715 (26m ago) 3d17h
Restarting has stopped once annotation was added to 2 taskruns:
oc edit taskrun run-prod-updater-j9dxq-init-workspace-6r95r -n greenwave-test oc edit hello-ht9f7 -n certifcation-qe
Annotation field was completely missing for these 2^^
