Catalog: s2i-java task doesn't work on arm64 cluster

Expected behavior

All s2i tasks work on arm64 cluster out of the box

Actual behavior

s2i-java task fails on arm64 cluster because it cannot download image registry.redhat.io/ocp-tools-4-tech-preview/source-to-image-rhel8@sha256:637c15600359cb45bc01445b5e811b6240ca239f0ebfe406b50146e34f68f631

• s2i-java references two s2i images - the one mentioned above and registry.redhat.io/ocp-tools-4-tech-preview/source-to-image-rhel8@sha256:98d8cb3a255641ca6a1bce854e5e2460c20de9fb9b28e3cc67eb459f122873dd
• other s2i tasks reference only registry.redhat.io/ocp-tools-4-tech-preview/source-to-image-rhel8@sha256:98d8cb3a255641ca6a1bce854e5e2460c20de9fb9b28e3cc67eb459f122873dd
