Description

Expected behavior

Operator installation/upgrade finishes as fast as possible, baseline would be a comparison with previous version. (We don't have exact data but it was between 10 and 15min in 1.7 and older releases).

Actual behavior

Operator installation takes about 15min in majority of environments, sometimes even longer.
