Multiple installersets are getting created for hub after operator upgrade

Steps to Reproduce:

• Install the available version of openshift pipelines operator
• Configure HUB
• Upgrade the operator to the latest pre-stage build

Expected Behaviour:

Single installersets should get created for db, db-migration, api and ui

Actual Behaviour:

Multiple installersets are getting created for db, db-migration, api and ui
