Deliver pipeline as code with OpenShift Pipelines

Goal

As an admin, I want pipeline as code to be available on the cluster as soon as OpenShift Pipelines operator is installed on the cluster so that developers on the cluster can use pipeline as code without additional admin intervention.

Acceptance Criteria

• Pipeline as code is installed on the cluster by the OpenShift Pipelines operator
• Pipeline as code controllers run in the same namespaces as other OpenShift Pipelines controllers
• tkn pac commands are included in the single tkn binary shipped downstream
• Pipeline as code is Tech Preview
