Pipeline as Code: Allow disabling remote tasks

As an administrator I would like to be able to disable the ability to grab remote tasks to embed in my PAC pipelinerun.

Details:

We currently allow remote URL, hub, it probably should be an either or another, leaving only remote tasks from the current repo.
