To disable the pruner feature completely, update `config.pruner.disabled=true`

If the default prune config is removed from tektonconfig then the default config should be removed but all the other cronjobs which where created with the annotation on the namespaces should be retained.
And the config for these retained cronjobs should be taken from constants(from code or from configmap)
Note: Auto pruner related tests in release-tests repo should be updated to accommodate this new feature
