Allow to configure RoleBinding for the pipelines ServiceAccount

Allow to configure RoleBinding for the pipelines ServiceAccount instead of using the edit RoleBinding by default

2. What is the nature and description of the request?

In restricted environments users are not able to create resources like NetworkPolicies, but with the default edit RoleBinding which is created by OpenShift Pipelines restrictions like this can be passed.
