Reproduced on OCP 4.8.0-rc.0 and Pipelines operator 1.4.1

Steps To Reproduce:

• Import a namespace-bound task (from Tekton Hub for instance)
• Create a pipeline using this task, create a pipeline run

Result: TaskRun is created, but no events / pods created. If the pipeline uses ClusterTasks these are being handled correctly
