Goal

As a cluster admin, I want to modify the default pipelines templates that are provided by the operator for various runtimes (e.g. java, node.js, etc) so that I can add our own curated pipeline templates to be offered to the developers when creating application through Dev Console.

Acceptance Criteria

• Cluster admin can add their own pipeline templates instead of the default pipeline templates installed by the operator
• When developer checks "Add pipeline" in import flows in Dev Console, the custom pipeline templates added by admin is instantiated in the user's namespace
• Upgrading the operator does not affect the custom pipeline templates behaviour added by admin
