As a QE, I want to run entitlement tests on downstream CI. 

Acceptance Criteria
The plumbing repo should contain below things

1. An ansible playbook to run entitlement test
2. A Script to Create VM and run ansible playbooks
3. A task and pipeline to run entitlement test
