Disable cluster task and template installation

Description

As an admin, I want to disable default clustertasks provided by the operator, so that our dev teams only use the clustertasks that my organization provides without having to rename similarly named tasks due to name conflict with provided clustertasks. I also want to disable pipeline templates so that I can add my own pipeline templates.

Acceptance Criteria

• Admin can disable installation of clustertasks through configuring the OpenShift Pipelines operator, so that no clustertasks are installed by the operator
• Admin can disable installation of pipeline templates through configuring the OpenShift Pipelines operator, so that no pipeline templates are installed by the operator
• If pipeline templates are enabled, cluster tasks should also be enabled automatically since the templates make use of the cluster tasks
• If cluster tasks or pipeline templates are disabled, pipelines operator does not create, update or remove those from the cluster.
