Expected behavior

cluster task s2i-go works out of the box

Actual behavior

by default, task references image stream image-registry.openshift-image-registry.svc:5000/openshift/golang:1.13.4-ubi8 which doesn't exist on OpenShift 4.7.0 cluster

Steps to reproduce

1. install 4.7.0 cluster with 1.4 nightly build
2. use s2i-go task
