TP1.3 operator installation fails on ocp versions < 4.7

      • If we install 1.3 on any cluster with ocp version < 4.7
        Operator Addons installation fails with below Reason
            message: >-
        Install failed with message: no matches for kind "ConsoleQuickStart" in
        version "console.openshift.io/v1"
      reason: Error
      status: 'False'

      As we ConsoleQuickStart CRD is not available in older versions of openshift.
