The official CNCF maintainer list determines who has:
* Voting rights in the CNCF
* Ability to interact with CNCF staff about the project (DNS, service desk, etc.)
* Eligibility to submit talks for the maintainer track and maintainer summit at KubeCon

Current governance board members: review if Billy and Dibio are still active.

Acceptance Criteria

* Review current governance board and determine who should be listed as CNCF maintainers
* Consider whether additional roles (e.g., infrastructure maintainers) need to be on the list
* Update the CNCF maintainer CSV file during onboarding (before it becomes painful to update)
* Document maintainer criteria — CNCF staff requires written rules to judge maintainership
* Ensure the list is clean before onboarding completes

Notes

CNCF is considering moving from CSV to LFX tool for maintainer management, but currently still uses the CSV.
