A potential contributor landing on the docs site would conclude code contributions are not welcome.

Acceptance Criteria

* Add a stub doc in the documentation "Contribute" section pointing to the community code contribution page
* Ensure a user can find both code and docs contribution paths from either entry point
* Backlinks from community page to docs contribution page
