Description of problem:
The Pipelines view in the web console is missing from several (but not all) of a series clusters that appear to be otherwise identical. There's no apparent cause or clear differentiator from what causes a cluster to be affected or not.
Workaround: The issue is consistently resolved by reinstalling just the Pipelines operator (leaving operand resources alive).
Prerequisites (if any, like setup, operators/versions):
All clusters share the same base configuration when the issue occurs:
- OpenShift 4.18.31
- OpenShift Pipelines 1.20.2
Steps to Reproduce
(Issue is not consistently reproducible)
- Upgrade cluster from 1.20.1 to 1.20.2
Actual results:
Once the OLM completes Pipelines operator upgrade, Pipelines tab in console goes missing.
Expected results:
Pipelines tab remains visible in console.

- many of the clusters do not appear to have fully completed the Tekton install/upgrade, but there's no clear correlation between the state of the upgrade and the console view
- the Pipelines view is still wholly visible in the Developer console
