Multi Cluster UI : Update the proxy api service flow based on the managedBy field in PLR YAML

      Currently we were using isHub ( tektonconfig.spec.role ) to call the proxy service to display taskruns and logs from spoke cluster.
      Based on the discussion that happened on Feb 10th, we are updating this flow to use managedBy field in PLR YAML so that HUB clusters can have PLRs running on them, as well as in spoke
