Poll based mechanism which is asked by Inforsys while trying with Triggers. The goal is to create new PipelineRuns, TaskRuns, or CustomRuns on a recurring basis without creating a webhook or writing a CronJob

Goal: Create a CronJob that can poll from within the cluster rather relying on an external webhook to support different use cases, such as :

• Customers don't want webhooks
• Night releases with a scheduled Cronjob
• air-gapped customers without webhooks
