Expand the Downstream CI suite by adding automated integration tests for Pipelines-as-Code (PAC), specifically targeting the GitHub provider.

Background (Required)

As part of our commitment to stabilizing the Pipelines-as-Code (PAC) component in OpenShift Pipelines, we need to ensure that the GitHub provider functionality is consistently validated in our downstream CI.

This ticket covers the addition of new test cases within the release-tests repository to validate PAC's ability to handle GitHub Webhooks
