When upgrading between certain OCP versions, admin of the cluster need to perform manual acknowledgment via a command to allow upgrade of cluster

When Upgrading from 4.20 to 4.21, refer https://access.redhat.com/articles/7130599 for the command

These command needs to be run before the upgrade cluster task is triggered on the cluster, automate this in CI, so that there is no manual intervention required in cluster upgrade tests.
