Create a ci segment on IBMC for encrypted install

      UPI encrypted install only works on IBMC due to permission/kms, we need a cluster profile to schedule encrypted CI job to IBMC only, so pls help to create a new ci-segment, similar to ci-segment-88 to ci-segment-108
      Maybe remove one ci-segment from vsphere-quota-slice also works, then I can use it to create a IBMC only cluster profile. https://github.com/openshift/release/blob/255a9dfb413a5cee8986359575d34330ffcef07c/core-services/prow/02_config/_boskos.yaml#L1369,
