OPCT has become an independent project with its own delivery cycle and planning/prioritization needs.

While short term SPLAT is still the team taking care of it, we'd like to have a separate Jira board for it and have all epics and stories moved there. This was proposed and agreed by the team and the PM Ju Lim in our planning session Nov 28, 2022.
