As an OpenShift administrator, I want to assign IP addresses based on failure domain so that nodes receive IP address appropriate for their portgroup.

In a multi-zone installation, nodes will be placed based on the defined failure domains and the zones which are enabled for specific machine pools.  In the event that static IPs are desired for the initial deployment of a mutli-zone cluster, `host`s must include an applicable failure domain.  When machine assets are created they will assign an IP to the machine based on the failure domain.
