As an OpenShift engineer, I want to apply an IP configuration to machine resources so that terraform can apply the IP configuration to extra config.

The OpenShift installer needs to be modified to produce machine resources for the bootstrap and control plane nodes which contain nmstate IP configuration.  An alternate ides to this is https://github.com/openshift/installer/pull/6512
