[aws][ebs] add support to gp3 on installer

*USER STORY:*

As a SPLAT Engineer, I want to leave the PR to change default IPI ready to review from installer team, so we can decrease the overhead of the changes already done on my research, and also collaborate to decrease the time to delivery that improvement that was confirmed by Perf&Scale team.

*DESCRIPTION:*

The WIP/sample PR was created on installer to etcd and perf&scale team validates the gp3 change using cluster-bot. The final PR should cover the vendor update, that will take more time and was not covered on the delivered of research card SPLAT-253.

*Required:*

• PR updating the dependencies: aws-go-sdk and terraform-provider-aws
• PR changing the default volume type of control-planes and bootstrap to gp3 

*ACCEPTANCE CRITERIA:*

• Passes all tests
• All PRs are merged
