User Story:
As an OpenShift Engineer I want to inform Hypershift team for missing permissions to CCM-AWS project and share the path to notify ROSA team to update manage policies in early stage of the development so that manage services decrease time to readiness for OCP releases.

The permissions missing was found in OCP logs while working in other task, the permissions reporting is `ec2:CreateSecurityGroup`
