User Story:
As an OpenShift Engineer I want to evaluate the temporary disable of OTE tests on CCM-AWS repo when the job is running in Hypershift, or disable the OTE extraction when the CI job is Hypershift (not sure if this is possible), so that we can make sure feature validation in the core while we work on stable hypershift features.

NOTE: first option would be preferred, I also think it would be a nice idea if we OTE evaluates one flag to enable it in a TechPreviewNoUpgrade job to be able to validate presubmits in Hypershift repo.  This spike may validate what is better

• Design the better path for short-term to keep testing CCM-AWS with OTE in the core, and not impact Hypershift jobs.

• Document the steps to GA, which is OTE on CCM-AWS running across all components that uses CCM-AWS
