User Story:
As an OpenShift Engineer I want to validate CI periodics for Platform External/CI to make sure only healthy e2e tests are running, so that we can't lose CI signals for new OCP versions.
FWIW test skips have been added for similar tests on https://github.com/openshift/kubernetes/pull/2268
Currently Pext/Vsphere jobs are failing due two UDP tests: https://prow.ci.openshift.org/view/gs/test-platform-results/logs/periodic-ci-openshift-release-master-nightly-4.21-e2e-external-vsphere-ccm/1991457193257340928

- Create skip rules in o/k if needed
