User Story:
As an OpenShift Engineer I want fix the vsphere external ccm builds that are failing due to NumCpu so we can get our builds green.

Description:
The external vsphere ccm periodical is failing due to not being updated to use the new required field for numCpu which is configured in vault.  This was a miss due to assuming this job used the shared step for configuring variables.ps1.

Acceptance Criteria:
Job no longer fails to install cluster due to the new config options
