User Story:
As an OpenShift Engineer I want update hybrid env jobs to Remove csi driver instead of disabling the capability so we can have CI work the way we are designing via storage expectations.

Description:
Currently we are disabling the storage capability to work around the limitation that storage cannot work in hybrid env.  A better approach would be to leave the storage operator enabled, but disable the csi driver operator by removing it from the managed state

Acceptance Criteria:
CI is now removing csi driver operator managed state instead of disabling the storage capability
