USER STORY:

As an engineer, I want to setup CICD for Alibaba so that I can test and verify that Openshift functions properly on Alibaba platform.

DESCRIPTION:

With the introduction of the OpenShift on Alibaba, we will need to create the test framework to validate and verify the platform.

Required:

**CI to run openshift-install on the Alibaba platform.

Be able to run /test e2e-alibaba

Nice to have:

ACCEPTANCE CRITERIA:

 Tests run on Alibaba platform.

ENGINEERING DETAILS:

1. Generate boskos lease 
2. Add cluster secrets
3. Create hashicorp vault 
4. Add secrets to the vault (create a CI user in Alibaba)
5. Create PR for adding Alibaba to the release repository as a new platform
