As an OpenShift Engineer I want to validate which NE component changes is required to fix hairpinning traffic on AWS OCP private deployments using NLB so users can create small clusters without concerning with connection timeouts.

Description:
The Slack discussion points to the following changes required to the NE components:

• set the new annotations to the router service when deploy is internal (annotation logic already exists)
• set the proxy env vars to the haproxy deployment (logic already exists)
• investigate and fix health check failing when proxy is enabled on the ovn-kube project
