User Story:
As an OpenShift Engineer I want Enhance CI to load config for UPI LB from vault so we can include this information resource allocation during check phase and allow dynamic changing of LB resource size w/o the need to change CI.

Description:
Currently UPI LB for vSphere is hard coded for its cpu/mem values. We should migrate this to be configured via vault.

Acceptance Criteria:
CI now uses values from vault for vSphere UPI LB
