User Story:
As an OpenShift Engineer I want Enhance CI to provide more accurate resource request in lease for cpu/mem so we can have more accurate allocation of resources to prevent overload of env.

Description:
The goal for this task is to enhance the check step to create leases with accurate CPU/Mem values so that our dynamic changing in vault is reflected accordingly.

Acceptance Criteria:
CI now updates leases using vault config values
