User Story:
As an OpenShift Engineer I want cleanup up installer repo presubmits so we can remove jobs that are not needed with every PR to allow vsphere02 to be less loaded and hopefully reduce number of periodical failures.

Description:
The goal of this task is to cleanup the installer CI jobs for vsphere so that we do not have so many jobs running with each PR submit / push of files.  Currently our build cluster is a bit under water and it would be nice to relieve as much strain as possible.

Acceptance Criteria:
The number of jobs is reduced to a reasonable level (6 or less)

Other Information:
If we can remove any unneeded jobs, that would be an added bonus
