User Story:
As an OpenShift Engineer I want Refactor CI and csi PRs to move out parts causing hold up so we can make progress on the daemonset configuration fixes.

Description:
This task will track the usage of the new nodeSelector logic for CSI tests to prevent CSI test pods from landing on the BM node.  We have created an upstream enhancement to add a configuration field for the external driver to allow additional nodeSelectors to be added to the pods. 

Acceptance Criteria:
CI now uses the new driver configuration to make sure pods only run on vsphere nodes

Other Information:
This work was originally done in another story's PR, but due to the potential long wait, we are going to track the csi driver config changes with this task / story.
