      As an OpenShift Engineer I want look into 4.13 periodical failures relating to VSphereOpenshiftClusterHealthFail alert so we can stabilize the build alerts.

      Description:
      Currently the failures seem to be primarily around the 4.13 upi and 4.13 upi serial
