As an OpenShift engineer, I want to mock up changes to capz so that VMs can be installed on dedicated hosts.

Presently, it looks like CAPZ doesnt have support for provisioning to dedicated hosts. The goal of this story is to attempt to mock up, or further refine, the changes required to capz to enable this capability.
