User Story:
As an OpenShift Engineer I want confrim that all VMs are being torn down after installation so VMs dont survive deprovision.

Description:
On occasion, VMs are not being fully deprovisioned by the installer.  Ideally, the installer would flag this and fail.  However, we need a backstop to confirm that this actually happens.  

Acceptance Criteria:

• Fail if VMs still exist on the port group after installation.
