User Story:
As an OpenShift Engineer I want write integration to determine if a job is multi-tenant capable so decrease the number of single tenant jobs.

Description:
Presently, jobs are categorized manually as being multi-tenant capable. I think we should be able to figure this out automatically and change the current whitelist to a banlist.

Acceptance Criteria:

• If possible, create related cards.
