      User Story:
      As an OpenShift Engineer I want create a non-tech preview multi network job so can create a history of runs for GA.

      Description:

      Presently, multi-network jobs only run as tech preview.  A job needs to be introduced which only runs yearly until the GA related PRs merge.  This will allow us to run payload tests as needed without impacting signal or alerting TRT to an expected failure.

      Acceptance Criteria:

      • Current 4.19 job is renamed to tech preview
      • New job is created without the feature gates for multi network.
