User Story:
As an OpenShift Engineer I want automate the rotation of registry pull credentials so the build cluster can cache images from Quay.

Description:
Currently, there's no proactive monitoring of authentication failures when pulling images from Quay.io. By implementing this feature, we'll be able to detect and respond to auth issues swiftly, ensuring minimal service disruption.

A monitoring tool (e.g., Prometheus, ELK Stack) should be integrated to:
   - Collect and store image cache pod logs
   - Aggregate and analyze authentication-related events

An alert should be posted to to our alert channel
