User Story:
As an OpenShift Engineer I want a reserved resources for nested hosts to attempt to reduce contention when running a nested CI job.

Description:
As ESXi and vCenter VMs are created, ensure those VMs have resources reserved for them.

Acceptance Criteria:

• Nested ESXi hosts are running with reserved resources.
