User Story:
As an OpenShift Engineer I want a reserved resource pool for nested hosts so to attempt to reduce contention when running a nested CI job.

Description:
Each compute cluster in vcenter.ci and vcenter-1.ci should have a resource pool created where nested jobs are to run. The resource pool is to have high shares.

Acceptance Criteria:

• Nested ESXi hosts are running in a dedicated resource pool regardless of the failure domain in which they run.
